Logging on to terminal services gets error

I just bought 3 ipaq pdas (4300 series running pocket pc
2003).  As I configured each one, they were able to log on
to my terminal server (win 2000 server) just once.  After
that they just time out. I see event 1004 in event
viewer. "Terminal services unable to grant license"
What's going on here? Help!

Do you have a license server?  Does it have any licenses installed?

yes and yes
Originally the terminal server (which is also the license
server) was setup as a workgroup. Then I tried setting it
up as a domain. Didn't make any difference. I still get
the same error message.
