Users can not connect to Terminal Server

Greetings All,

Windows 2000 server (SP3) in NT4 domain.  Terminal
Services running in Application mode.  Has been properly
activated.  Problem:  Only administrators are able to
connect to the machine.  This could be either Domain
Admins or an ordinary user who has been added to the local
admin group on the TS box.  When ordinary domain users try
to connect, they get the following message:  "The system
can not log you on (1F).  Please try again or consult your
system administrator."  Interestingly, the only thing
logged in the event log is a security event for a
successful logon.  Search of the KB has not helped.  Any
ideas?

The user trying to logon to the Terminal Server does not have
access to the WINNT and/or the WINNT\System32 directories.  The
user needs "Read and Execute", "List Folder Contents" and "Read"
access to the WINNT and the WINNT\System32 directories.

There could also be a problem with the permissions on the user
profile folder.
