Terminal Server licensing issue

I have a Small Business Server 2003 Server that is running
Terminal Services. IN the terminal Services Licensing is
set for 5 users and it says available 5 licenses.
When 2 people log in, that's it. Nobody else can log in.
We get a message saying that we have exceeded the limit of
concurrent connections to the terminal server. When we go
to the Terminal Services Connection and the session tab,
it says 2 licenses but it doesn't let us add more.
Can you help us with this?

Can you verify that your terminal server is in application
mode, rather than remote admin mode?  You should be able
to change this mode through add/remove windows components.

you may also need to verify that the licensing server is
available.. services running.
the 2 user only access is default when it cannot locate
the license server
