How do you change file type associations on a TS server?

How do you change file type associations on a TS server?

I log on locally with a full admin account.  I go to
folder options in explorer.exe, and choose file types.  
The change file type association buttons are greyed out.

Does anyone know how to do this?

HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\POLICIES\EXPLORER

Change the value for NoFileAssociate to 0.
