New terminal server licensing to new server

I need to move the terminal server licensing to a new server that will
replace the current server.  What are the steps inorder to accomplish this?  
Can the terminal clients be connected while the licenses are being
transferred?  Do I need to call the Microsoft Clearinghouse before or after I
move the license server?  How will this affect the terminal server clients?

Here are the steps:

1. install the new Licensing Server and activate it
2. make sure that your Terminal Servers can locate the new
Licensing Server
3. call the Clearinghouse. Make sure that you have the paperwork
for your licenses at hand. They will re-issue your licenss and help
you to install them on your new Licensing Server. Note that this
will require a reboot of the new LS.
4. deativate and uninstall the old LS

During steps 2 - 4, which shouldn't take more than an hour, clients
will be able to connect, because they still have an existing
license stored locally on the client.
