Installing Terminal Services Licensing

We recently demoted the DC in this location and I need to install Terminal
Services Licensing on the new DC. I selected the Application Server mode and
permissions compatible with Win 2k Users.  Next it tells me that certain
programs may not work properly.  Should I just go ahead with the install?

No!
What you are installing is Terminal Services in application server
mode. You don't want that on your DC, and it's not needed on a
Terminal Services Licensing Server.

Just install TS Licensing Server.

I installed TS Licensing server in Remote Admin mode and rebooted the DC.  I
am getting a licensing protocol error message when I try to remote desktop to
the TS (not the DC).  This also happens on new computers that I try to run
Citrix on. I used to be able to RD to the TS.  I cannot RD to the TS since I
wiped out my laptop.  Seems like I'm not able to obtain a license.

Maybe your TS is still configured to use the old Licensing Server?
Check the registry keys described here:

239107 - Establishing Preferred Windows 2000 Terminal Services
License Server

It could also be possible that you need to delete the locally
stored license on the client and some certificates on the server:

That was it!  I just had to point the registry in the right direction.
