Office 2003 on Terminal Service 2003 works fine as Admin but

I recently installed Office 2003 on our TS box.  I performed the install
through the add/remove programs.  Upon completion of the install I attempted
to run Outlook and received a few error messages and Outlook would not open.  
I found some messages logged in event viewer that pointed me in the right way
to solve this problem (registry permissions)  I then attempted to run Word
and Excel.  Excel gives me a message that says

One of your object libraries (stdole32.tlb) is missing or damage.  Please
run setup to install it.  

I click ok and then it opens Excel without any problems.   I found a article
on Microsoft's site that references this error but that fix did not work.  I
used regmon and filemon to see if there were any other registry key or files
that I needed to change permissions on but neither showed access denied
messages.  

This also happens with Word.  I receive a error message of

An error occurred and the feature is no longer functioning properly.

It also opens right up after clicking ok.  I performed the same
troubleshooting steps with regmon and filemon and could not find any keys or
files getting the access denied message.    

I apologize for the long email but I just need somebody to point me in the
right direction.
