Try renaming the RDP client's executable to explorer.exe,
then putting that file into the Windows directory, all
while renaming the original explorer.exe.

I have 36 486 boxes running Win95 in a classroom
environment.  I have the desktop icon for TS client in
the Startup folder - it launches itself as soon as the 95
desktop appears.  To keep the desktops from being played
with I use several freebie programs that lock it down
fairly well.  I use TweakUI to hide all the drives from
inside the My Computer window, MOS2b (MyOwnSettings) to
hide the control panel so they can't get to TweakUI, then
I finish it off with IconLock.  They only see the
MyComputer icon on the desktop (which appears empty) and
the client software icon so they can start TS if it
hasn't already loaded.  When they click the Start Menu on
the client computers there is only "Shut Down" in the
menu.  They hate it; I love it.
