Cannot find routing and remote access under administrative tools

Hi,
I've just purchased a used Dell Precision (off-lease) with windows
2000 pro installed.  It's a legit copy, complete with license
sticker.  I'm trying to set up a vpn following the instructions at

http://support.microsoft.com/kb/308208#

For whatever reason, I can't find the Routing and Remote Access entry
under Administrative Tools.    I've tried Adding Windows Components,
but don't have the CD, and there's no recovery partition on this
machine.

Is it possible that the "Configure and Enable Routing and Remote
Access" wizard is installed, and can be invoked from the command line?
How can I check?

or am I going to have to purchase a windows 2000 pro installation cd?

I think that you need Windows 2000 Server to be able to do that.
