SMS 2003 server: problem adding static rules to a collection

Hi everyone,
i'm experiencing the following problem.
We have several tools which allow us to add statically elements to a
collection
(Simviewer and makecoll command))
The tools simply create in a collection a static rule which points to a
workstation ID we define.
Basically we list all workstations ID in a txt file and we run a process
which creates a collection with all resources (to each resource corresponds a
static rule).

We have also an embedded (menu from within SMS) tool which allows us to add
workstations to an existing collection (adding static rules to the
collection).

Problem.
When we try to add more than 2000 WS this way, the operation fails (with all
tools): crash of the Simviewer or error adding the collection (Makecoll).

Question.
Do you know if there is a limit of rules a collection supports? could it be
around 2000?
We have SMS 2003 with SP3.

Any suggestion will be appreciated.

I thought that the limit was much smaller than 2000 more like 500 but yes
there is a limit.

One of the trick is to create multiple collection below one main collection
with about 490  workstations in each collection. Then advertise to the top
collection and select the included sub-collection check box.
