Permissions could not be properly configured for the Fax Operators security group. SBS2003

Here is the error Message:

Permissions could not be properly configured for the Fax Operators security
group. Run Setup again and choose to reinstall the Administration component.

Context:
The fax service will not configure when using the wizard from the to do
list. I have uninstalled and reinstalled the fax service using control panel
SBS 2003 add/remove method. I have also tried first unistall SBS Fax
Component > then the Windows Fax Component > then reinstall windows fax
followed by SBS FAX. Still get the above message. I have reinstalled the
Administration component. No Dice.

The current location of my FAX Operators Group is
MyDomain.local>MyBusiness>Security Groups and no where else in the AD (ie
Builtin, Users, MyBusiness>Users)

I am looking for solutions to this problem. One possibility might be that I
am missing a Fax Operators Group in another part of my AD. But I am not sure
where as I do not have another working copy SBS with Fax to check.

Any other suggestions not related to AD configuration are welcome as well.
