Help - SBS 2000 VPN with Windows 2000 Pro clients doesn't work

Having an issue getting Windows 2000 Pro clinets attached via VPN on
SBS 2000 Server.

All Windows XP Systems with the built in MS VPN clinet work fine.
When trying to use a Windows 2000 Pro machine I keep getting the
following error:

Disconnected, Error 721. The Remote computer is not responding

Tried the following:
Windows 2000 SP3 with all Hotfixes
Windows 2000 SP4 (upgraded to SP4)
Tired several Windows 2000 Pro clients and none of them work

Thinking it is Server side since all Windows 2000 Pro machines I try
do not work. Please Help if you can and thanks in advance.

I think it a workstation thing.
