65 seccond timeout when opening a network file

On an SBS 2000 network, the users experience a delay of 65
secconds before the file they selected opens.After the
first file is opened, subsequent files open instantly.If
you do not access the network for about 30 mins, the delay
returns for the first file you open.

what O/S is on the workstation?
