I have two storage groups. One is called Recovery Storage which is dismounted
and the other is the First Storage Group which is mounted and has everyone's
working mailboxes. When I add a new user, using the add user wizard, it adds
the person and creates a mailbox under the Recovery Storage group that is
dismounted.

How do I change the storage group to the mounted first storage group?

Delete the Recovery Storage Group.

Watch out! Exchange Recovery Groups!
