I'm looking at upgrading from SBS 2000 OEM to SBS 2003. Can OEM even be
upgraded? If i buy a retail upgrade, does that mean the I can shift SBS to
another server in the future? What part number is the upgrade I need (I need
a CAL one too so I guess that means I need 2)?

Unless there is a pressing urgency...you would now be advised to wait for SBS 2008...due out near the end of this year...you won't be able to upgrde in place. Because SBS 2008 is 64bit you would have to do it on new hardware.

Yes.

No. Applying an upgrade SKU to an OEM licence results in an OEM licence
for the later product.
