You'll need to find someone with the full Exchange CDS. since you are only installing the System Manager, you are not violating licensing if this is already installed somewhere else.

I want to install the Blackberry Enterprise Server software on our Win2K SBS
machine. One of the steps they want you to do is to install the Exchange
System Management tools on a dedicated management workstation - which would
be my XP machine.
Is there a way to get these tools either off of our SBS machine or from the
Win2K SBS installation disks or would my best bet be to download them from
the internet?
I typically manage all exchange stuff directly on the SBS machine but it
would be nice to manage it from my own machine instead...

That is not entirely correct. It is true you cannot use the main SBS setup
program, but:
You can install from the SBS 2000 media, using the Exchange setup files in
the EXCH30 folder (or similar name). Use the SBS product key. It will
recognize that you are installing to a non-server OS and only let you
install the management apps. You will need to apply Exchange 2000 service
pack 3 and the latest hotfix rollup to match what is on your SBS box
(assuming current).
