How to change licensing mode?

I'm using Microsoft Back Office Small Business Server 2000. I want to
change the licensing mode from per server to per seat (which I
understand I can do once, and only in that direction).

However, when going 'Start > Programs > Administrative Tools >
Licensing' I get the following error message:

"Not available in Microsoft Back Office Small Business Server. To add
client licenses, choose Manage Server from the Start Menu and select
About Small Business Server."

However, there is no 'Manage Server' option in the Start menu. I've
tried right clicking on my hard disk and selecting 'Manage' and I've
tried the 'Configure Your Server' tool, but cannot find anything
related to changing  my licensing mode.

Anyone know how I can change my licensing mode?

SBS licences don't work like ordinary Windows CALs. You can't change the
mode, see

SBS2000 is in "Per Seat" mode automatically, and cannot be changed.

If you don't have the Manage Server entry at the top of the Start Menu,
you should re-run SBS setup, and select to do a maintenance reinstall.
This will recreate anything that's missing without destroying any data.
