I just changed my Exchange to forward to my isp instead
of using DNS. (Smarthost vs DNS) I'm thinking this
will work?

That may allow you to deliver mail if your IP has been banned, but it may be
only a temporary solution and it won't help you receive mail (assuming you
are directly receiving it and not getting it through ETRN).
If you have a public IP address and MX record check out your MX settings
with this handy link:
http://www.dnsreport.com/
If they show any issues get back to your ISP and have them fix it up.

Reverse DNS is the process of mapping an IP a.b.c.d back to a name
mail.domain.com.
It is increasingly commonly used as a mechanism for mail servers to
check that a sending mail server is responsible for the domain it
claims.
Essentially, if your MX record says "mail.domain.com" and that resolves
to your public IP, a.b.c.d, your ISP should be able to configure their
DNS zone for the IP range to return "mail.domain.com" as the name for
your IP.
You have to get the assistance of your ISP because they own/manage the
IP addresses.
If you're on a DSL line of some sort, they may be defaulting to some
naming scheme based on your IP, and unwilling to change that to a name
of your choosing. If so, you'll have to change your MX record to match
the host name the ISP has allocated if you want Reverse DNS to work.
