Throttling FTP bandwidth in IIS?

Hello,

We have many large files on our FTP server with multiple simultaneous
requests for download.  Is there a way to limit bandwidth so no single
client uses too much of our bandwidth?

no the bandwidth throttling settings for the www service do not affect ftp
sites or the ftp service as a whole.
