FTP and RRAS

I have an ftp server behind a RRAServer that uses site to site VPN
connections to link many other locations.
When clients from remote IP subnets connect I have the following problem:

Clients can upload files but cannot download from the server.
Attempts to download result in an indefinate hour glass just before the pop
up window that asks where you want to save file is suppose to appear.

Clients on same net as ftp server work perfectly
Any ideas on what is going on?

Does it works when you download via ftp.exe command line tool?
