SFTP Server

Does Win 2003 have a SFTP server, or do I need to buy something like serv-u?
If I do have to buy a product like serv-u, has anyone used any other sftp
server products like serv-u?  They've recently doubled their price, which
makes the product not nearly as appealing as it used to be.

the IIS FTP built-in with w2k3 is just plain ftp server. doesn't supports
sftp nor ftps.
I have yet to try any third party products as all IIS FTP communications are
within VPN connection.
