We have a windows 2003 server hosting our FTP sight.

Is it possible to create a link that incorporates the site address and the
username and password so it goes directly into the ftp folder?

Also, is it possible to create the link to go directly to a file so when a
user clicks on the link it passes the creditials and just opens the file?

Well, you can try
How to Enter FTP Site Password in Internet Explorer
http://support.microsoft.com/kb/135975

however not all browser click well for this. and IE7 won't work as well.
You can try with anonymous access, since IE will auto login as anonymous
account.

For user, you will get the prompt or error. beside including ther username
and password in the url is not a good practice.
