Does exchange 2007 support the ability to sync with mobile phones
based on the Symbian OS ( Notes, tasks etc specifically? )

Only if the Symbian OS knows how to do ActiveSync.

Exchange 2003 and 2007 will sync with every device which implements Exchange
Activesync Synchronization.
It will synchronize Contacts, Calendar, Mail and Tasks, this last depending
on the version of the Synchronization software. It will NOT synchronize
notes.
Symbian devices from Nokia usually support Mail for Exchange, Nokia's
customized Activesync version.
All other Symbian devices (including Nokia's) S60, UIQ and S80 can also use
Roadsync from Dataviz. www.dataviz.com
