Does anyone know if there is a way to configure our Exchange server to
block certain types of mobile devices?  Say for instance that I only
wanted blackjacks to be used.  Could I enforce that in any way?  Can I
even reliably detect which devices people are using?

No, this isn't possible. You can block access to EAS to certain *users* -
but the devices, no.
