I can add text to the note field in an Exchange contact by using PROPPATCH
and setting the urn:schemas:httpmail:htmldescription property as long as I
don't include any HTML tags. As soon as I put an HTML tag in, it doesn't set
the property value at all. Any way to put HTML into a property which
describes itself as HTML?

Any help will be appreciated.

Never mind, I forgot to escape the < and > to < and > in the HTML tags. It's
working now...

HTML can cause headaches. That line "I forgot to escape the < and > to < and
> in the HTML tags" should read (and hopefully this will render properly) "I
forgot to escape the < and > to < and >" so you can read the escape
sequences.
