I'm not too up on 2007 but I thought that was one of the things that they
fixed, and by fixed I mean, eliminated. I figure they have to do that to
eliminate public folders in 14.

Exchange 2007 public folder management require the use of PowerShell. In
order to see these, you need to run
get-publicfolder -Identity \NON_IPM_SUBTREE -GetChildren (or -recurse if you
want to see the whole tree)
