Multi-Site - roaming user mail access

Senario: Using Win 2k3 server with Exchange 2k3 in a single forest,
single domain, the only link between each site is a satelite link to
the HQ. The satellite link is up only in session of 2 hours, 3 times a
day.

Site 1(HQ): (DC1, Exchange1)
Site 2: (DC2, Exhange2)
Site 3: (DC3, Exhange3)
Site 4: (DC4, Exhange4)

All client's mail box for each site are located to each sites Exchange
server where they live. Now about 50% of these user travel between site
at least 1 per week on random occasion. Since they are all in the same
AD structure they can all access the network but, the way i understand
it is they will only have access to their mailbox if the link is up at
that time.

Questions:

1-How do you setup the exchange servers so that the that user can see
their mail even if the link is not up, without using the "Offline"
feature of MS Outlook. Needs to be possible without getting the admin
involved each time the clients visit a different site.

If you're using Outlook 2003 clients you can use Cached Mode (default)
setting in users' Outlook profile(s). This creates a local copy of their
email - Outlook 2003 automatically detects connection state so there's no
need to select "offline".

Outlook Web Access cannot be used in an "offline" mode - you need to be able
to get to the Exchange server that hosts the mailbox (or a Front-End server
if you have one deployed) to be able to access OWA.
