Std Edition will in fact let you create additional administrative group, but
you won't be able to create any Stores in that AG.

After reading Mark Arnold's response my earlier response makes no sense.
As Mark responded, you can have more Admin Groups in an Exchange
Organization - AGs belong to Exchange Organization and do not correspond to
Exchange Server editions.
I was referring to Storage Groups, which Std. Edition will also let you
create (but won't let you add Stores).

Indeed it does, but doesn't discuss the use of FEs for access only
(i.e. no SMTP where a store needs to be mounted)

OK, in the real world - I have now successfully created another
administrative group in Exchange 2003 STD edition.
