Best Practice for Exchange in multiple countries?

We are setting up a facility in China and want to provide users there with
Exchange/Outlook access.

Currently this is done via an Exchange server in the U.S. and they either
VPN in or use RPC over HTTP.

How do others set this up?

My thought is to setup a new Exchange server in China w/ a new org, etc, but
I would like to provide them with GAL sync with the U.S. and would really
like some way for U.S. employees traveling in China to be able to connect to
the server in China instead of VPN'ing back to the U.S.

Why you don't install a new site or a new in the same forest and than
install the exchange server in the same organization?

I thing that is more simple.Or have you political restrictions to create a
new domain/organization?

Well, the biggest problem is connectivity between the sites more than
anything.  My ideal would be to set it up in the same org as the U.S. and
have them sync, but it's a very slow "WAN over internet" connection with a
huge distance to travel.

Ok, the question is that we need plan correctly is the installation method
and the replication rule.

But i thing that you need a connection with 56K or more to replicate the
informations correctly of ad/exchange.
