WAN exchange connection , limit traffick

Hi, We have a company with 3 branch offices across the state.
SBS2003 is running at head office with 45 user licences
and win 2003 servers at 2 branch offices, all connected by VPNs
between netcomm routers over ADSL connections to the internet.

The exchange connections of the client computers at the
branch offices are not prooving very reliable.

Questions

1.To limit wan traffic is it possible to send outbound mail directly
to an ISPs mail server from each branch instead of sending it back
through the WAN to the SBS2003 server for it to send it out?

2. Or do we need an exchange server or ?? at each site?

3. Is it possible to connect to exchange server accross the
internet without VPNs (not outlook web access)?

1. No. Your mail has to leave from an Exchange server.

2. Not necessarily at each site. Given the limited WAN connection bandwidth,
I'm inclined to say you may want to go this route.

3. Yes. With Outlook 2003 and Exchange 2003, lookup rpc/http.
