Is it possible to have two CAS Servers in the same forest, domain and site
without being network load balanced?
and if so what are the benefits of doing this?

As many as you want. If you don't present a unified name space you
have to tell all the users that they should try cas1.domain.com or
cas2.domain.com and if one seems "slow" they should try the other.
Dunno about you but that doesn't seem terribly viable.
Of course, if you get to a point where a CAS gets busy you should be
talking thousands of users and if that's the case you should have had
an Exchange architect design the environment properly in the first
place.

Thanks for the info. Yes NLB is desired technically but unfortunately other
factors dictate otherwise.
