SMTP Mail stuck

I just setup a new server, transfered all the datafrom an old SBS 2003 to a
new one. All my outbound mail sits in the queue and says:

The remote server did not respond to a connection attempt.

Help!

Does the new Server have the same IP addresses as the old one?
What DNS server is Exchange using to route mail? Internal, External or ISP?
