1. Outlook Anywhere does not provide file share access.
2. I don't know why clients would not work when connecting internally,
which is basically what a VPN does, when they can connect from an external
network.
3 & 4. What is "exchange proxy"?

The exchange proxy ssettings that I referred to is for the outlook:
Account settings - MS exchange settings - more settings- connection - check
connect to microsoft exchnage using http - click "exchnage proxi settings" -
connection settings - it asks for proxy server for exchange - it it something
on exchange server I need to add? Hope there is article guide me to go
through each of those sessions.
So the Outlook anywhere will still work while client PC is connecting to
VPN(for sharefolder access), am I correct?

The Exchange Proxy Settings are how you configure Outlook Anywhere (Exchange
2007) or HTTPS-over-RPC (Exchange 2003). This is not set up automatically,
so yes, you must configure it. The Exchange 2007 Documentation is a good
place to start for how to configure it:
