Can't connect errors - 0x80040115

I'm having the dreaded can't connect problem.  My client config:

win xp
Outlook 2003

I created my exchange account via: Outlook /importPRF <profile>.prf

This setup the account to work over HTTPS (I guess rpc).

The initial setup seemed ok if not a bit slow.  I can seemingly login
fine, but right after, after starts getting large delays.

Running Outlook /rpcdiag shows me what I already know, that 99% of the
requests are failing.

I have very little knowledge of the server environment, other then
it's working for people in other office locations.  They have not been
very forthcoming in details.

Any advice on how to remedy this sitution?

What happens if you manually configure the profile without using a .prf
file?

Thanks for the reply.

Manual configuration didn't work at all.  That's what prompted my
support to give me the prf file.  As they can seemingly configure it
fine at their office.  At my office, a manual config and quick test
using another guy's pc with Outlook 2007 also seemed ok.

Oh, I was wrong about /rpcdiag on req/fails.  Actually no failures
(but is that the same as succeeding?) long times though.

Other thoughts?

Well - that sounds like a problem to me!

There's something wrong with your PC (or its config) then, it would seem.
Try manually setting up a profile for this other guy's mailbox on your PC
and see if it works.

No, it would appear not :)

Antivirus / security software that blocks outbound traffic?
I'd be inclined to repair Office/Outlook & make sure to run MS Update to get
all patches & try again. If no dice, I'd probably sigh and reinstall the
workstation.

Well, some more sleuthing about, watching the tcp packet flow, seems
to show it being caught up in a bit of loop, seems the 2 computers
start an exchange, as a certificate is passed along, and then less
then a minute later, the whole sequence starts again.  about 1 out n
(n being a large number) seems to actually finish up the conversation
and fully connect.

All other internet apps working fine.

Any more thoughts?

Not really - this still doesn't sound like an Exchange problem. I'd try
posting in a networking group.
