There's something wrong with your PC (or its config) then, it would seem.
Try manually setting up a profile for this other guy's mailbox on your PC
and see if it works.

Antivirus / security software that blocks outbound traffic?
I'd be inclined to repair Office/Outlook & make sure to run MS Update to get
all patches & try again. If no dice, I'd probably sigh and reinstall the
workstation.

Well, some more sleuthing about, watching the tcp packet flow, seems
to show it being caught up in a bit of loop, seems the 2 computers
start an exchange, as a certificate is passed along, and then less
then a minute later, the whole sequence starts again. about 1 out n
(n being a large number) seems to actually finish up the conversation
and fully connect.
All other internet apps working fine.
Any more thoughts?
