I am in need of a tool/script which will create large number of test
mailboxes in Exchange 2003 server. Could any one please let me know if
any.

Yup. Google for "exchange bulk create users", and you'll get a bunch of
hits -- http://www.windowsitpro.com/Article/ArticleID/5350/5350.html?Ad=1
looks like it might be what you need.
