Publishing outlook forms from an installer?

As part of a larger application that installs software for an exchange
server, is it possible to publish some forms to a forms library in exchange
without having Outlook installed? E.g., do this on a server machine without
Outlook?
Seems that even the automated form publishers I have seen on the web just
use the Outlook object model.

Form created with Outlook form designer, as i know, as own file format and
published only by Outlook.
If you have another form file format - try to use form publisher tool from
MSDN site, in MAPI Tools section.
