Our client is running Exchange 2003 and wants to receive a copy of
all outgoing e-mail in a separate mailbox created for that purpose. He is
currently using journaling but finds it awkward and is not satisfied with
that procedure; he simply wants to be able to see all the e-mails in Outlook
just like any other e-mails. We're willing to use a third-party add-on if
such a thing exists. Any ideas? I see some programs that attach to Outlook
but we prefer a server-side solution that the users can't defeat even if
they have a mind to do so. And why does this seem like such a difficult
request when forwarding inbound mail to another mailbox is nothing more than
a checkbox in the user's Active Directory setup?

An SMTP sink would do the job - you'd just add an additional recipient in
the submission event.
