Messages not getting to recipients unless sent as reply

I'm running an Exch 2000 on W2K Advanced Server and emails from certain
external senders can only come in if the sender replies to the email.
These emails include no attachments.  Any help would be appreciated.

Assuming that there is no difference in the addresses used, the only thing I
can think of that might have an effect is that there is a whitelist
somewhere.  Some anti-spam software automatically whitelists email addresses
that you send out to, thus making it more likely that a reply would be
accepted where a normal incoming message might be blocked.
