1. users log in locally and not part of any domain except their own local
workgroup
2. all use outlook 2003
3. exchange server 2003, RPC over https

Is there a way to allow password change from outlook without forcing
everyone to login from windows first?

I don't think you can do this with Outlook, but you could try doing it in
Outlook Web Access.

What's the reason why your users are in a workgroup and not part of the
Active Directory domain where the Exchange server (and users/mailboxes) are
in ?
