It has nothing to do with Exchange. You can use any of the normal methods of
coding for Exchange from the client side, such as CDO 1.21 or the Outlook
object model or WebDAV but that's the same as not using Office Developer.
You shouldn't install Outlook on an Exchange server so Office Developer is
irrelevant for server side development.

I've already registered as a member of the "can Register Workflow"
role. However when i install Exchange server 2003 and windows 2003 as
server, and want to new a project, it will always appears Unable to
register the workflow sink for Exchange folder
"http://myexchangeserver".
What should I do?

I have no idea how this relates at all to Office XP Developer.
Have you looked at the information at

especially at the information about the permissions?
