Do you have a sample of the VB script you used to toggle this setting -
preferrably on Windows 2003 Server/Exchange 2003 Server Standard
If the users had a way to E-mail Enable the Public folders themselves - this
wouldnt be a problem - but the only was to enable them is from Exchange
System Manager, and its obvious that users will not be given that app.

Have a look at Chapter 9 of the Exchange Server Cookbook
(<http://www.exchangecookbook.com>). The scripts in it include a couple
that should do what you want.
