permissions on public folders don't work on attachments

We have a public folder where I only have reviewer permissions.
I can´t create messages or post to that pf.
However I can open and modify any attachment in any message, save it and
others will view the changed attachment.
We have Windows 2000 sp3, Exchange 2000 sp3
The public folders are located on one server only.

Are you 100% sure that all you have is reviewere? Aren't a member of any
group that has more permissions?
Re attachments - Exchange is a lousy file server....
What exactly is it you're trying to accomplish/determine?
