I am currently migrating from Exchange 5.5 to Exchange 2003.  After
moving some user mailboxes from 5.5 to 2003 Exchange server, a few
users have started receiving the following errors:

JSmith@contoso.com on 5/15/2007 10:37 AM
The e-mail system was unable to deliver the message, but
did not report a specific reason.  Check the address and try again.
If it still fails, contact your system administrator. The MTS-ID of the
original message is:c=US;a= ;p=Daveri
Design;l=NIXON-070515143726Z-7373

This happens to users sending mail messages to internal and external
mail recipients.

I appreciate your help

Thanks,

Sounds like a ADC replication issue.  Troubleshoot your ADC Recipient
Connection Agreement and increase diagnostic logging on your ADC.  Try
creating a new user account in AD with mailbox on Exchange 2003 and see if
the new user appears in Exchange 5.5 GAL.
