I have a single Exchange 2000 server with users that access it locally, and
users that access it from remote sites connected via a hardware VPN.

I have 5 separate sites with two users each that utilize the VPN
connections. Recently, both users at one remote site began getting the
"Requesting data from the Microsoft Exchange Server" pop up dialog box. They
seem to get it continuously, even when they are not sending/receiving or
viewing anything in particular.

I searched the knowledge base and found article 328880. After review, it
appeared that we were experiencing the "Zombie User" problem that it
mentions. We did have a number of disabled users, and there were Event 9548's
being logged on the server computer.

First, I checked the all of the public folders and removed any disabled
users that I found from the permissions. That didn't alleviate the problem at
the remote site.

Next, I deleted all of the disabled users completely. This stopped the 9548
events from being generated, but did not correct the "Requesting data"
problem.

The only common Exchange folders that these two users are accessing are
public folders, but everyone has access to these folders and no other users
are reporting this behavior.

Any help would be greatly appreciated.

Thanks for posting here.

For the description, I understand the issue is that users in one site
continuously received error message "Requesting data from the Microsoft
Exchange Server" while VPN to the server. If I am off base, please don't
hesitate to let me know.

The error message indicates a connection performance issue. The network
connection performance is determined by two major factors: connection
speed and latency. RPC needs high bandwidth. Many factors can cause this
type of message. Let us follow the steps below to trouble shoot the issue:

I.    Please first check that you have configured the network correctly. Make
sure your client in remote side can access DC and GC smoothly and there is
no trouble with DNS resolution.

II. What is your network topology? Could you describe more information
about the network topology? Is it site to site VPN or client to side VPN
between the problematic remote site and the exchange server side?

Please ensure proper binding order of the network adapter cards on the
server or client computers in the remote site. Generally the VPN network
card should be at the top. You can check as follows:

a. Right-click the My Network Place and click Properties to open Network
Connections page.
b. Click Advanced in the menu and click Advanced Settings in dropdown list.
c. Under the Adapters and Bindings tab page put VPN network card at the top
in Advanced Settings page.

III.    Please also verify the following settings to see if it helps:

1. Change the Timeout of the Cancelable RPC Dialog:

A. On the tools menu, click E-mail account.
B. Click View or change existing email account and click Next.
C. Select the Exchange Server account and click Change button.
D. Click "More Settings" button.
E. The last checkbox in the dialog is used to adjust the timeout. The
default value is 5 seconds even though the dialog may show a value of 30
seconds. Change the value to anything other than 30 seconds and click the
apply button.

2. Disable Instant messaging in Outlook 2002.

A. On the Tools menu, click Options.
B. On the Others tab, clear the "Enable Instant messaging in Microsoft
Outlook" check box.

3. Disable "Software Compression" on the VPN connection.

A. Open Network and Dial-up Connections.
B. Right-click the VPN connection and click Properties.
C. On the Network Tab, click Settings.
D. Uncheck "Enable software compression".

4. Refer to the following Knowledge Base articles to find out the proper
MTU, and configure it in registry:

Set\Services\Tciip\Parameters\Interfaces\<GUID>

5. Recreate e-mail profile:

Please remove all the Outlook Profile, make sure Outlook is closed. And
then create the outlook profile refer to the following article:

6. Update the host file - The hosts file is located in the following
directory:

winnt\system32\drivers\etc

Edit the hosts file and add the following entries:

A. IP and host (NetBIOS) name of the Exchange 2000 Server
B. IP and FQDN of the Exchange 2000 Server

Then clear the DNS cache by running the following from a command prompt:

ipconfig /flushdns

7. What is the version of the outlook of users? Please install the latest
Outlook update:

8. Try using another ISP and see if it helps. Many cases indicated that the
issue may be caused by ISP.

If the issue persists, please help me collect the following information for
analyze:

1.    Does the issue appear on all computers, or some specific computer in the
remote site? Please capture a screen shot of the error message and send to
me for analyze. My working mailbox: v-yanniw@microsoft.com

2.    Use OWA (http://servername/exchange) to access their mailboxes. Can the
mailboxes be accessed? I also recommend you access their mailboxes on the
exchange server by using (http://localhost/exchange), what is the result?
This allows us to know if this is a client side issue or a server side
issue.

3.    When did the issue first occur? Did it begin as soon as VPN connection
is setup first time?

4.    Please execute the following commands on the exchange server, one client
computer in the remote side and one computer in other remote side where
there is no such issue happens. And attach the output file to me.

netdiag > c:\netdiag.txt
dcdiag > c:\dcdiag.txt
ipconfig /all > c:\ipconfig.txt

5. Please collect the exchange mps reports on the exchange server, one
problematic client computer in the remote side and one computer in other
remote side where there is no such issue happens.

- To collect Exchange MPS Report

1) Please download the MPSRPT_Exchange.EXE from the following link and then
run this tool to gather some information from the problematic computer:

2) Double-click on the MPSRPT_Exchange.EXE file.
[Note] This process may take some time; however, it will not have a
negative effect on the performance.

3) A CAB file will be generated in the
%systemroot%\MPSReports\Setup\Reports\Cab directory called
%COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports
generated by the MPS Reporting Tool.

Thanks for the response!

I tried your suggestions, unfortunately nothing worked. Here's the details:

First the VPN is a hardware VPN, so there's nothing really to configure on
the clients, only the router itsself, so I didn't need to try to change any
of the software VPN settings.

All of the remotes use the same model router with the same settings (except
for the fixed IPs etc...) and no other site is having the problem.

Next, each PC has an entry for the DC and another remote server in the
lmhosts file and there is no problem with name resolution. Pings etc.. by
name all work fine. The network connection to the main network looks good.
They have no trouble with file access, or access to an ASP ap that is running
on an IIS server at the main location.

I changed the timeout on the email account to 45 seconds.

I disabled Instant Messaging in Outlook.

I followed the instructions in the troubleshooting black hole routers in
Windows 2000 article. I found that the MTU should be set at 1368. The ping -f
-l 1340 succeeded, but the -l 1341 did not so I set it to 1340+28=1368. This
didn't help.

The router at the remote site was originally set at MTU 1500 (Automatic)
like the other remotes. I reset it to 1428 to match the router at the main
location. I tried it both with and without the MTU on the client PC set.
Eventually, I left the MTU of the router set to 1428, and removed the setting
on the client completely.

I flushed the DNS on the client.

The client with the problem that I was testing on is running Office XP SP3.

I can't change ISP's and, all sites including the main site use the same
ISP. The remotes have 3 MBPS connections, the main has a 5. I've also had the
ISP check the connection twice since this began.

I'm going to email you the results of the MPSRPT_Exchange from the client
with the problem. I still need to get out to a remote that isn't experiencing
the problem and run it. As soon as I do, I'll email that to you.

I hope that this additional information helps.

Thanks for your update. I really appreciate your time to perform tests.

Please also let me know the following information to isolate the issue:

1. What mode the outlook works? Please set the outlook work under the
Cached Exchange Mode. You can check as follows:

Open Outlook, click Tools, click Options, click the Mail Setup, click Email
Accounts,  select "View or change existing email account", click Next, in
Exchange server settings page, please ensure input the correct server name
of the exchange server and selected the option "use cached Exchange mode".

2. When the "Requesting data from the Microsoft Exchange Server" dialog box
pops up, what name showed in the dialog box? Is it public FQDN or Netbios
name? Please reproduce the issue and capture a screen shot of the symptom.
Please mail me the image at: v-yanniw@microsoft.com

3. When the issue happened, please press Ctrl and then click the Outlook
icon in notification area and then click Connection Status to check which
connection failed. What content tried to connect to? Which server is trying
to connect to on the connection session? Please also capture a screen shot
of the connection status and mail me the image at: v-yanniw@microsoft.com

Also please help collect the logs I requested in the previous post. Thank

Sorry again that it took so long. I thought that I had maybe found the
problem and I wanted to give it a few days to see if it helped.

These users connect to the Exchange server, but have mail delivered to
personal folders so if their connection goes down, they have their old
messages. While I was there last, I found a huge email stuck in the one users
inbox. Once I deleted it, it appeared that the problem went away. After a
while though, the problem started up again.

During my last visit, I checked the three things from your last post.
1. Is Outlook in cached Exchanged Mode?
  - I can't tell. I'm emailing you screen prints of the email account
settings. Normally,
    there is a check box to select cached Exchange mode, I can't find it.
2. What name is in the Requesting Data message?
  - It is the Netbios name.
3. Ctrl Click Outlook icon to see connection status.
  - There is no Icon in the notification area. I will email a copy of the
send / receive    details.

Please verify your email address for me. In your previous post, you had
written that it was v-natliu@microsoft.com. I received a reply from that
address from Nathan Liu (CS&S) [v-natliu@microsoft.com]. Is this you?

I will send the additional information to that address as well. If you don't
receive it, please let me know.

Hi Jeff,

Thanks for your information. I appreciate your time and efforts to the
issue.

For current situation, let us refer to the steps below to trouble shoot the
issue:

1.    Please try to create a new profile for the problematic user and then
test the issue and let me know the result. A new profile is a new
environment for us to use Outlook. To create a new profile is only for a
test to see if the problem is related to the corrupt profile of Outlook.
Please follow the steps in the Microsoft Knowledge Base article below:

II. If the issue persists, please try to start Outlook Safe Mode to see
what is going on.

Outlook Safe Mode will disable all add-ins, extensions, corrupted
resources, files, registries, or templates.

a) Click Start, and then click Run
b) Type "Outlook.exe /safe" and click OK. (Without quotation marks but
there is a space in front of "/")

III. If the issue persists, please book a non-business time and perform
clean boot on the Exchange 2000 server and the client computer on the
remote side. And then test the issue again.

A Clean Boot will allow us to isolate any device drivers or programs that
are loading at startup that may be causing a conflict with other device
drivers or programs that are installed in your computer.

1) Run MSCONFIG.EXE.
2) In the Services tab, click "Hide All Microsoft Services" and click
"Disable All".
3) In the Startup tab, click "Disable All". Click OK. (This will
temporarily prevent third-party programs from running automatically during
start-up.)
4) Restart the computer and check whether the problem still persists.

IV. Please try to create a new user account in ADUC and logon to one
computer in the remote site and configure outlook for the user account,
does the issue happen again?

V. If the issue persists, the issue may be caused by network performance. I
suggest that you use the Microsoft Exchange Server Performance
Troubleshooting Analyzer Tool (ExPTA) to trouble shoot the issue.

following information:

I've been waiting to post again to make sure that the problem has really been
solved. It looks like it has.

It appears that this problem was the result of intermittent network problems
due to a failing cable modem. Although all of our ISP's tests showed that the
hardware was functioning properly, they mysteriously decided to replace the
modem after my last call.

Now that it's been replaced, the problem appears to have gone away.

Here's a summary of this post for your reference:

PROBLEM: Users in one site continuously received error message "Requesting
data from the Microsoft Exchange Server" while VPN to the DC.

RESOLUTION: Based on test, we isolate the issue in network performance. It
turned to be the root cause of the issue is the fault of the modem. Change
another modem resolve the issue.

For future postings, I would like to list the following information as a
guideline when submitting new posts in the future. This information will
help us to understand the issue and situation more quickly. Thank you!

1. Has the server/client/product ever worked?
2. If so, what changed?
3. What service packs and updates were applied?
4. What are the steps to reproduce the problem?
