user forwards an email using OWA, when she clicks on forward the body of the
email she wants to forward is missing.

Could not find anything under options that would take care of this.

could this be a setting in her Outlook on her PC?

exchange 2000, outlook 2000 on her PC, but she mostly uses OWA do to
constant traveling.

There is a setting in the Options gary, but it is a bit obscure.  Took me a
couple minutes to find it too.

Tools > Options...

On the Preferences Tab click the E-Mail Options... button.  In the bottom
section of that dialog box you will find two pulldown menus.

"When replying to a message" and "When forwarding a message"

Those two menus will have all the options for you.

Good Luck
