All servers are running Ex2k3 SP3 (native mode) on Win2k SP4. There are
three administrative groups. One group is for a west coast Exchange server,
one is for an east coast server, and the last is a dedicated OWA group (only
one OWA server, front end, no mailboxes). Everyone on the east coast server
can access OWA no problem, but nobody on the west coast can ("access
denied). When i move a mailbox from the west coast server to the east
coast, they can access OWA again.
OWA access for everyone used to work fine, but it appears that some
permissions may have changed that are preventing west coast users from
logging in. Any ideas?

The section "Outlook Web Access logon process" has a lot of tips regarding
implicit logon and setup of HTTP virtual directories and the impact of
administrative groups. It may not apply to your exact scenario but the tips
may get you close to the solution.
