Scandinavian letter problem with OWA

when you write a message in Outlook Web Access the
reciever of the message get weird characters on
scandinavian letters.

Here is an example: åäö is all scandinavian characters
but the reciever gets them as:
?åäö.

This happens on some cases, example in hotmail you will
get this ?åäö but not in other free email server.

This happen on W2k Server and Exh2000 all in english.

I tried to change MIME encoding to "both" because setting
it to plain text, causes even more problems on other mail
servers.

Pay attention to the UseAltRegionalCharset setting, this is how we fixed our
similar problems regarding hungarian special characters.
